On April 22, the inter ministerial joint meeting (enlarged meeting) on the disposal of illegal fund-raising in 2021 was held in the form of videophone. Guided by Xi Jinping's new socialist ideology with China's characteristics, the conference thoroughly implemented the spirit of the nineteen and second nineteen, second, third, fourth and fifth plenary session of the party and the spirit of the central economic work conference, summarized the effectiveness of preventing and disposing illegal fund-raising since 2020, and deployed the next stage of the key work. Relevant responsible comrades of member units of the joint conference attended the conference at the main venue, and relevant responsible comrades of the people's governments of all provinces (autonomous regions, municipalities directly under the central government and cities with separate planning) and Xinjiang production and Construction Corps attended the conference at the branch venue. The conference held that since 2020, under the firm leadership of the Party Central Committee with Comrade Xi Jinping at its core, the whole country has been at the forefront of the United Front, resolutely implementing the decision-making and deployment of the Finance Committee of the Party Central Committee, the State Council and the State Council, insisting on the risks involved in non epidemic related diseases and preventing and controlling them. In order to prevent and resolve major financial risks, we have made an important contribution to the completion of the target in the three-year battle. In the whole year, more than 7500 cases of illegal fund-raising were investigated and dealt with, and 11000 cases of balance were handled in three years, involving more than 380 billion yuan. At the same time, we should speed up the legislative process, and the regulations on the prevention and disposal of illegal fund-raising (hereinafter referred to as the "Regulations") have been officially promulgated. We will strengthen science and technology empowerment, and gradually improve the national monitoring and early warning system for illegal fund-raising. Innovative channels and methods, publicity and education continue to expand efficiency. The pattern of prevention and treatment of non-compliance is taking shape, with the responsibilities of all parties being consolidated, from the vertical to the bottom and from the horizontal to the edge.
The meeting stressed that in the practice of the work of preventing and dealing with illegal activities, we have gradually deepened our understanding of the law, and we should further use, expand and enhance it: first, we must adhere to the centralized and unified leadership of the Party Central Committee. This is the most powerful guarantee for risk prevention and control in the field of fund-raising and financing. We should further enhance our political judgement, political understanding and political execution. We should implement the important instructions of general secretary Xi Jinping as an important political responsibility. We must firmly unite our thoughts and actions with the Central Committee's decision making arrangements and take the initiative to act as a way to consolidate and develop the results of the tough battle. Second, we must persist in taking the people as the center. Profoundly understand the important exposition of general secretary Xi Jinping that "Jiangshan is the people and the people are the rivers and mountains", and always cherish the deep feelings of the masses, effectively solve the risks and problems that the masses are strongly exposed to, and trust the masses, rely on the masses, and resolutely win the battle of the people against those who are not in the right place. Third, we must adhere to the concept of system. We should always focus on the overall situation, deal with specific problems, enhance the systematization and coordination, adhere to the whole chain governance, build a closely linked and seamless work closed loop, and form a governance situation of inter ministerial coordination, up-down linkage, and overall promotion. Fourth, we must adhere to the principle of rule of law. Under the guidance of Xi Jinping's rule of law, we must strictly enforce the law enforcement scale, enrich the means of law enforcement, raise the cost of illegal activities, tighten the financial law net, and strengthen the authority of law in safeguarding the interests of the masses and resolving social contradictions. Fifth, we must adhere to the principle of "financial franchise". Finance is an industry with strong publicity and externality, which has a great impact on economic and social security and stability. We must abide by the basic principles of licensed operation and prudent supervision, and prohibit "driving without license". For any illegal business activities that are essentially financial activities, we should take resolute measures to gather strong light to irradiate the "gray area" and effectively eradicate the soil of risk breeding.
The meeting pointed out that this year marks the 100th anniversary of the founding of the party and the beginning of the 14th five year plan. In the face of the severe situation of illegal fund-raising, we should take the comprehensive implementation of the regulations as the main line, improve the standardization, legalization and institutionalization of the work of preventing and dealing with illegal activities, speed up the digestion of the stock, resolutely curb the increment, strengthen the source control, and earnestly safeguard the property safety of the people. Focus on the following work: first, pay close attention to the implementation of the regulations. We should improve the supporting system in a timely manner, effectively implement the administrative law enforcement function, and strive to build a new pattern of both administrative disposal and judicial strike. Second, actively defuse risks in key areas. We should pay close attention to new risks under the banner of blockchain, virtual currency and debt service. We should pay close attention to pension services, agriculture related organizations, private schools, online education and other areas of people's livelihood. Illegal fund-raising that infringes on the interests of vulnerable groups should be found as soon as possible. It is strictly forbidden to engage in commercial profit-making and illegal fund-raising activities in the name of the 100th anniversary of the founding of the party. Third, we should handle major cases according to law. We will continue to maintain a high-pressure strike hard situation and take decisive and accurate actions against illegal fund-raising crimes. We should make greater efforts to recover stolen goods and recover losses, improve the mechanism that illegal income should be fully recovered and returned, and spare no effort to safeguard the legitimate rights and interests of the people. Fourth, efforts should be made to weave a "net" for monitoring and early warning. We will make solid progress in construction planning and accelerate the full docking of local and national platforms. Play the role of grid governance mechanism, and carry out offline non risk investigation in a normalized way. Fifth, accurately and effectively deepen publicity and education. We should strengthen the coordination of online and offline publicity, carry out differentiated publicity and accurate investment, guide the masses to firmly establish the concept of rational investment and risk bearing, timely identify "breakeven and high-yield" financial fraud, and consciously resist illegal fund-raising.
The meeting stressed that the national line of non line should be more closely united around the Central Committee of the party with Comrade Xi Jinping as its core, working together and doing its duty in an all-around way, in depth promoting the prevention and disposal of illegal fund-raising efforts, maintaining the overall social stability, and celebrating the establishment of the party 100th anniversary with excellent results.
